I personally think mystery works well for Shields but it should be revealed in stages. Have you considered what the next pay off is going to be when Shields gets his answers? Is his life meant only to be a player, and a fighter? So he's an orphan? Are there any records that exist to determine who his parents were? Is his trainer hiding them if so why?
Eventually Shields either goes looking for answers or he remains content just doing what he is doing. Only you can decide the direction to go in but whatever direction you decide you'll grow as a character and a writer. Never forget that your character is an extension of you. So in the end whatever direction he goes in its something you'd most likely do if presented with the same situation.
Also present your goals like you're the character. What are his goals? World Champion, or a lower title, who is he going to go after? If you have a long term feud in mind pm that person and start bouncing ideas off of each other. Because as a brawler Shields has unlimited potential. You don't see many brawlers any more. You just have to decide where you're going to go and commit to it. Look over the title list and pick one at random. That would be what I would suggest. You need something where you can continually branch. The TV Title is stacked maybe the Hardcore Title for you?

That's the thing. I have no idea where I'm going with him. Usually I write long stories that involve all of my characters. I have a starting point and ending for the story and let the journey begin. With Sam, I'm just winging it.

Then what you need to do is consider where you want Sam to go. Branch into a story for competition into the hardcore title, or whatever title you want to go for in the fed, and then center the story around that. You're great with Shields, but its almost like you're holding back. Stop holding yourself back. Give us the answers, and even if its not something somebody wants or would like to have go back to the basics, and then set yourself a path of where you want to go, and start working to get there. And once you get there keep working to stay there, or be a title collector.
Because you'll never have any idea if you don't form one, and start putting it in motion.
