So I've been perusing rps. Not going too in depth. I like that we've gone back to a shoot style rp. However many people are lacking. Any character development. Read The Games rps and Slanes rps to see a good mix of character development and shoot.
They don't have to be that long. Those two beasts just have that in them to bust out rps like that.
Neforian (NARC!) as well does a great shorter style to with a cd and shoot.
Even Adam young. He's not the winningest but he does a great mix of cd and shoot while maintaining an accessible readability.
That's my two cents.

But seriously though!
It is surprisingly difficult to blend shoot and character development at first. Until!
You learn to ask yourself why.
If I'm making fun of Gemini's haircut, for example, I say "ok, why would my character care about Gemini's haircut?"
Because he's egotistical, let's say.
Well I don't just ask what taxidermist he found that rug from and how they managed to stitch together multiple bits of roadkill,
I talk about my personal stylist, how I'm going to spend $500 on shampoo because my hair is worth it!
Gemini has the best hair, by the way.
But the point is, I find that the best insult in the world tends to mean less than an average insult told for a good reason. Plus it tells me more about why I'm reading this character, and hopefully endears him to me as a reader.
