Basically they won't turn him because he makes them too much as 'the face' of the company and all his outside the ring work with charities... Still it would be in many opinions a great move as quite frankly the dude's gimmick is stale as hell and waaaaayyyyyy to predictable... Enough people already love to hate him, and if they build up someone else to take the big face role, I think it would work very well with him going heel... I mean he already gets a shit ton of comparisons to Hogan that I think if they would turn him it'd generate a similar shock/heat...
I'd love to see him go one a tear of losses, getting screwed over and then being all, 'Fuck this HLR shit, I'm tired of being the goody two shoes and only one doing it, if you "fans" want to boo me, I'll give you something to boo...' Then he proceeds to AA the roster at random in the back saying he wants the title reign record, and everyone else can just F off...
It'll never happen though as he is Vince and Co's golden boy, but man would that be cool...
Don't get me wrong I love Cena, and think he is a great ambassador and role model, but his WWE persona, yeah it needs something, not more of the same or more of the same turned to 11...

I have to agree with everything said 100%. Nothing else for me to add. I was thinking the same thing.

My one thing with everyone saying Hogan - I wasn't a fan at the time but from what I umderstand people were either tired of his schtick or didn't like him because of the whole steroid issue. WCW had already used him to the best of their ability as a babyface and not drawn. Was it really shocking? In retrospect it's a surprisingly obvious thing to do. I think it was one of things where it was plausible but who really thought it was going to happen? It's like when people want Cena to turn heel. Yeah, it could happen but will it ever really? If you need anymore proof that Hogan's turn is number one, just watch the post match promo and the crowd reaction.

What if he turns heel to tie flair? We the people don't want him to beat Flair's streak, so it'd be an interesting turn for him to finally gain the title again.

I wonder if it's plausible if they 'kind of' have a neutral turn for Cena, like Stone Cold (NOT Austin's persona, but an anti-establishment and NOT catering to the fans AS much...neutral. But, still have his Cena-esque persona with an edge...) I am spit-balling here, because Vince doesn't want to lose the 'face' of his brand, but..less of the goody-to-shoes, can't do no wrong Cena.. I'm not saying Vince would even do that, but.. New Era could inject some aspects of the Attitude Era..and, then Cena's cockiness up a notch where he gets mixed reactions, but fans embrace it. Who knows.. *shrug*
