You picked 5 guys that could not be more different. It's all a matter of preference of style.
I like Rey because that's the style I always think of when I think cruiser weight, high flying, death defying, awe inspiring.
But Eddie was the best talker for sure, and probably the most well rounded
No one was a better technician than dean
Muta is as so stiff and so real looking with his strikes it's scary
Juventud shouldn't be on the list. He's the poor mans Rey mysterio.

Juvi did his Job(ber) very well, and was always fun to see him go down again, no matter how many times you've seen it before. That's talent.
Mutah was also master of pacing the match. He would ground you with mat wrestling then explode onto you with fast acceleration and power kicks. Then there's the mist.
All of them excelled at counters and reversals, 4 moreso than the fifth.

Best is kind of a shaky criteria, not that I'm holding phrasing against you lol.
Are we picking people who were specifically known as Cruiserweights, or are we going for wrestlers who happened to be under a certain weight? Daniel Bryan was 190 but never competed in WWE's Cruiserweight division lol.
In addition, which titles are we giving the most weight (least weight?) to? I mean Rey is the best Cruiserweight champ that WWE had, but if you include Japan?
Then there's guys like TNA's X Division- Jay Lethal, AJ, Daniels, Low Ki, who haven't had the exposure but also put on more mainstream matches than a lot of Japanese legends... As far as a western audience is concerned.
Then you have the foreign icons like La Parka or The aforementioned Liger lol.
Not trying to criticize, but it is next to impossible to just pick 5 names without clearly defining the type of Cruiserweight you're looking for.
I voted for Rey though.

Possibly an unpopular opinion but I think Eddie's best work came when he wrestled as a heavyweight. The work he was doing at the end of his career was his best, so I wouldn't really put him up there as the Best Cruiserweight.
Mysterio is obviously great but I think he's a bit overrated - and I'm saying this as a fan - because he's basically the only WCW cruiserweight besides Eddie that they decided to actually push, and yeah, they pushed him as the best Cruiserweight ever.
Haven't seen enough Muta.
Juvi was okay, but can't stack up against the others.
Malenko is obviously fantastic!, I'd call him underrated because outside of the internet no one is really going to talk about him.
I actually think some of today's wrestlers are going to end up outshining Mysterio and Eddie's Cruiserweight work when it's all said and done. Ricochet and KUSHIDA are just the best.

Muta took Hogan's legdrop and kicked out. The only one I'm aware of that's done that. That, and he destroyed the LOD in a tag match, crippled he Giant so NWO could beat him down, and has held more than 20 world titles in his 20 year career, including AJPW Electric Deathmatch Champion, and was the first to unify all 7 of Japan's World titles into one singular title reign.
Look him up, you'll be glad you did.
